The House and the Senate passed distinctly different versions
of HR 3200. Constitutionally, anything which does not appear in
BOTH bills must fall to the cutting room floor in joint conference.
Since that would mean that most of the bills legislated on the Hill
would end up one or two pages long stead of 500 to 2,000
pages in length.

If you could dig through Box 1748 in the National Archive and peruse what pages of the defeated Clinton Health Security Act of 1993 you would find there, you will find much more in the healthcare bill than just healthcare. Like Obamacare, Hillarycare began with an internal passport that was loosely described as a healthcare benefits card. Only, like the health benefit card found in Obamacare, there is a stiff civil penalty for being caught on the street without an internal passport...er...health card on your person. I guess Congress is so anxious to provide you with the very best third world medical care that they will insist it is imperative you carry your internal passport...er...healthcare card on your person at all times. The card, by the way, contains a GPS tracker that will allow law enforcement agencies to track you to within three feet of where you are standing, sitting, walking or driving.
