Note: S.1728 is the Senate version, and companion legislation, to HR 3590 which was enrolled on Sept. 30, 2009 as the House version of the SERVICE MEMBERS HOME OWNERSHIP TAX ACT OF 2009. This bill, which passed the House and died in the Senate, was gutted and the text of Senate bill (using a House number) HR 3962, was inserted in it. HR 3590 NEVER GOT A HOUSE VOTE. Which, of course, is why then House Speaker Nancy Pelosi said: "We need to hurry up and pass this bill so we can see what's in it." The original House version of HR 3200 was 1,200 pages. HR 3962 was 1,990 pages. The House and Senate voted on this bill. HR 3590 (which became Public Law 111-148) contains 2,409 pages—which means 419 pages of the healthcare law was never seen nor voted on by anyone in either the House or the Senate. This is likely where Obama, Reid, Pelosi and non-member of Congress Rahm Emanuel, buried the $165 billion slush fund to implement Obamcare even if the GOP took back the House and defunded the Obama healthcare system. Whomever master-minded that unconstitutional sleight-of-hand needs to spend about 20 years in a federal prison because constitutionally, only the House of Representatives gets to spend the taxpayers' money.
